GIS - 12 July, 2019: Government strongly believes that everyone is entitled to live a decent life in proper conditions, and, the Full Concrete Housing (FCH) Scheme is one of the various measures implemented to eradicate poverty and improve the quality of life of the vulnerable members of the Mauritian society.
The Minister of Social Integration and Economic Empowerment, Mr Alain Wong, made this statement, yesterday, during a key remittance ceremony of social housing units to six beneficiaries of the Social Register of Mauritius (SRM) under the FCH Scheme held at Belvedere, Chebel in Beau Bassin.
He recalled that the FCH project is one of the various measures implemented to attain Government’s objectives of eradicating poverty and improving the quality of life of vulnerable members of the society. Mr Wong added that the National Empowerment Fund (NEF) has come up with a social housing project offering housing units ranging from 40m² to 50m² that are equipped with all the necessary facilities, amenities, security and a harmonious environment where beneficiaries can live an active and healthy life in better conditions. He said that owning a house represents a new start in life of the families who will now live in decent conditions and in dignity.
Moreover, the Minister urged parents to ensure a proper upbringing of their children in a healthy environment and to inculcate in them the values of discipline, hard work and sacrifice. This will ensure that the future generation grows up as responsible adults and are equipped with the necessary life skills to improve their social status and break free from the shackles of poverty, he added.
Speaking on the need for the vulnerable to dismantle intergenerational poverty that perpetuates the vicious cycle of deprivation, Minister Wong stated that the aim of empowering the downtrodden to improve their life chances underpins the various governmental endeavours such as the FCH Scheme. It is crucial that they step up their efforts and show strong determination to strive to acquire financial stability and independence for the benefit of their family, he added.
Full Concrete Housing Unit Scheme
Government is making provision for two types of units namely 40m² and 50m² and beneficiaries will have to pay only 25% of the cost depending on their age.  The duration of the monthly payment will lapse between 20 and 25 years based upon the repayment capacity of the beneficiary.
The objective of the FCH Scheme is to provide decent housing, with the possibility of extension, to eligible vulnerable families. Many eligible beneficiaries of the NEF live in housing units which are in bad conditions and deemed unfit. Based on an application for a housing unit and criteria set for the Scheme, beneficiaries have been selected to benefit from NEF’s housing scheme. The beneficiary should be eligible under the SRM, and be the owner of the plot of land; or should be a lessee of a State Land from the Ministry of Housing and Lands.
