Ministers Bachoo and Bappoo visit Recreational Centre under Construction at Pointe aux Piments

GIS – 23 May 2013: The Vice-Prime Minister and Minister of Public Infrastructure, National Development Unit, Land Transport and Shipping, Mr. Anil Bachoo, and the Minister of Social Security, National Solidarity and Reform Institutions, Mrs. Sheila Bappoo, effected today a site visit at the recreational centre for elderly persons, which is under construction at Pointe aux Piments. They were accompanied by officers from both Ministries.
 
Minister Bachoo expressed his satisfaction about the work in progress, but stated that there has been much delay by the contractor. “We have given a warning to the contractor and we have impressed upon him to deliver on time and in terms of quality. We hope that he respects his commitment to complete the project by the end of August 2013. This is a jewel that the Prime Minister, Dr. NavinchandraRamgoolam, is offering to senior citizens and we hope that he will be happy about the end-result”, he said.
 
According to Minister Bappoo, the construction of such a recreational centre demonstrates the willingness of the Prime Minister and the Government to offer more leisure and activities to the elderly. “We must make sure that the building is secured to protect effectively the elderly persons who will come to stay here”, she said. Mrs. Bappoo also announced that a 4th recreational centre will be constructed in Riambel. Currently, there are two functional recreational centres in Belle Mare and Pointe aux Sables.
 
The works for the current project comprise of the construction of 60 double bedrooms with private balconies in two separate blocks, a block housing the main entrance lobby and administrative offices, an auditorium, a kitchen and dining hall block, a day care centre block which will include a gym, a store, a generator room, a gate post, five kiosks and water tanks. A swimming pool and ancillaries complete with equipment is also being built.
 
The building is mainly in reinforced concrete and block work, which is rendered, tyrolean and painted finish. Roofs are either in pre-painted iron sheeting fixed to wooden frames or in concrete and clad with pre-painted iron sheeting on metal purlins. Flat concrete roofs are finished with double-layer waterproofing membrane. The floors are either tiled, coloured cement screed or wooden parquet finish. Windows and doors are glazed aluminium, solid wooden or semi-solid wooden.
 
The site works include driveways and parking, pathways, drainage, soak ways and leaching fields, boundary walls and fencing, main entrance gate and secondary gates, covered passages, terraces and anamphitheatre. Landscaping works comprise of hard landscaping, i.e. compacted coral sand, cut natural stone or cement tiles on concrete base, as well as soft landscaping, i.e. grass planting, planting of trees, shrubs and foliage.
 
The contractor for the project is Chang Cheng Esquares Co. Ltd and the cost of the project is Rs 155, 896,099.90. Liquidated damages have been fixed at Rs 80,000 per calendar day. According to the contractor, the project would be finished by the end of August 2013.
 
Minister Bachoo will effect another site visit in 15 days’ time.
