- 23 February, 2017: Government has taken note of the Report on the Restructure of the National Empowerment Foundation (NEF) prepared by BDO & Co.
The main proposals are: a new organisational structure to be headed by a General Manager, supported by Managers at technical level; strengthening of the “empowerment” function of the current social protection programmes with the NEF handholding, mentoring, monitoring and supporting beneficiaries; and strengthening of the institutional capacity for social protection delivery.
They also include: the NEF to reinvent itself in terms of communication, networking, collaboration, partnering, needs identification, programme design, and implementation efficiency; and the setting up of a monitoring and evaluation framework to monitor the adherence of the beneficiaries to the Marshall Plan Social Contract.
The restructure of the NEF was enunciated in Government Programme 2015-2019 and announced in Budget Speech 2016-2017.
The NEF aims at providing the most vulnerable people with the ability to improve their living conditions. Its priority missions are to combat absolute poverty and reduce unemployment among women.
It also focuses on other issues of public interest, such as preserving and developing employment, supporting micro-entrepreneurs and helping those in socio-economic difficulties.
